Food culture: high vs low

Many would consider France high food culture and China as nice but on the lower end. However, there are lots of similarities of what both cultures eat. Think of offal/tripe/liver, snails, pig's trotter, calf's head. At the end of the day, it seems that both just have a much wider range of food that they source. So what differentiate the high and low?
